Uzbekistan Drone Laws

Can You Bring a Drone into Uzbekistan?

Uzbekistan has strict rules on drones. They cannot be brought into the country, stored or used without a permit. Travellers transiting through Uzbekistan are exempt from this rule, but must declare their drone at customs.

A separate exemption applies to toy models weighing no more than 250 g and without a camera. This means that most compact camera-equipped drones still require a permit.

How to Get a Drone Permit in Uzbekistan

Foreign nationals, including representatives of foreign creative groups, can apply for permission to temporarily import, store and use a drone in Uzbekistan. You do not need to be a legal entity or represent a company to apply.

Drone operators must be at least 18 years old and have appropriate training in line with the manufacturer’s recommendations.

Drones may be used in Uzbekistan only to create photo and video content about the country’s tourism potential. However, the law does not require the footage to be published on any particular website, YouTube channel or social media platform.

To obtain a permit, you need to contact the Tourism Committee of the Republic of Uzbekistan in advance. The application should include:

  • details of the person bringing in and operating the drone;
  • the drone’s technical specifications;
  • the exact locations and dates of filming;
  • preferably, information on how the footage will be used.

If the application is approved, the Tourism Committee will forward the documents to the relevant government authorities for further approval.

Restrictions on Drone Filming

Even with a permit, drones cannot be flown everywhere. The following restrictions apply:

  • during take-off and landing, the drone must remain at least 50 m from other people, vehicles, buildings and structures;
  • it must remain at least 150 m from gatherings of 500 or more people;
  • drones must not be flown within 5 km of airports, railway stations, electrical substations, or prohibited and hazardous flight zones, unless otherwise specifically authorised.

After aerial filming, the footage is reviewed under the established procedure.

What Happens if You Bring a Drone Without a Permit?

You cannot bring a drone into Uzbekistan without a permit even if you do not intend to use it. The rules cover not only flights but also the import and storage of drones.

A first offence may result in a fine of 10 to 20 base calculation units (approximately $370–750) and confiscation of the drone. A repeat offence after an administrative penalty has been imposed may lead to criminal liability.

If you plan to travel to Uzbekistan with a drone, it is best to contact the Tourism Committee and obtain all the necessary permits before your trip.
